CCASA ELECTION RESULTS

The Nominations and Elections Committee Chairperson has reviewed the tabulation of the ballots and announces the following results:

Incoming President, Mark Coleman, and the Past President, David Harcourt, will continue to serve on the Executive Board. Cathy Andrews, Cathy Conger, Linda Kemp, and Paul Oisboid will begin their second year as At-Large members of the Council.

On behalf of the entire CCASA membership, we would like to thank Charles Anderson, Richard Arguello, Monte Bay, Katharine Lee Braegger, Cathy Conger, Sue Daellenbach, Lee Esplin, Jeff Geihs, Craig Hill, Jamey Hood, Kristy Keller, Sheila Jones-Mosley, Joe Murphy, Evans Rutledge, and Rick Slater for agreeing to participate in this year’s election. Additionally, the efforts of the Nominations Committee composed of Mike Kinnaird, Doug Gougar, and Carol Lark are greatly appreciated.

The President of the Clark County Association of Elementary School Principals (CCAESP), Del Bean, and the President of the Clark County Association of Secondary School Principals (CCASSP), Doug Gougar, will represent their respective associations as members of the CCASA Representative Council. President Mark Coleman will appoint a non-licensed administrator to represent the non-licensed administrators.

A special thank you is extended to Ron Montoya, Jerry Boles, and Barry Gunderson for their service as Past President, Secretary, and Treasurer, respectively for the 2001-2002 school
year. In addition, Ken Bedrosian, Ken Fowler, Joy Leavitt, and Betty Roqueni have completed their two (2) year terms on the Representative Council. Additionally, Kathy Kulas, John Barlow, and Fred Smith are completing their terms on the Representative Council as professional association representatives. The contributions and service of all of these individuals to CCASA have been beneficial to all members and are very much appreciated.


GENERAL MEMBERSHIP MEETING

On June 18, 2002, CCASA held its annual general membership meeting at the Palace Station Hotel. Approximately 75-80 active and retired CCASA members attended the meeting. Prior to the CCASA meeting, the Clark County Association of Elementary School Principals and the Clark County Association of Secondary School Principals held brief business meetings.

David Harcourt, CCASA President, conducted the CCASA business meeting and Mike Kinnaird, chairperson of the Nominations and Elections Committee presented the proposed slate of candidates. CCASA members attending were provided an opportunity to make additional nominations. David also provided an overview of the CCASA activities for the 2001-2002 school year. Allin Chandler provided an overview of this year’s negotiations and presented the previously approved 2002-2003 CCASA budget. A copy of the budget is included in this edition of The Unifier. As part of the business meeting, a gift and plaque were presented to Allin who is retiring as CCASA Executive Director. Allin was recognized for thirty-eight years of outstanding service to the field of education.

Members seemed to enjoy the eating, drinking, and socializing. The CCASA Representative Council extends a special thank you to all who attended.


IRS TAX RATE FOR LAST CHECK AND VACATION BUYOUT – REMINDER TO ADMINISTRATORS

When an administrator retires or separates from the Clark County School District, he/she receives a final pay check which includes income from the last payroll period plus a vacation payoff for up to a maximum of 85 days. The District bases the income tax withholding for this final check as if the administrator is earning this amount of money each pay period throughout the year. This often results in an increased tax rate of 36% to 39% for the final check. Some time ago, CCASA reached an agreement with the District that allows an administrator who is retiring or leaving the District to select one of two options for how the final check including the vacation payoff is taxed:

Option 1. Maintain the current IRS rate of 36% to 39% for the final check including vacation payoff; or
Option 2. Designate a tax rate of 27% for the final check including vacation payoff.

The Payroll Department has developed a form that can be used by administrators who are retiring or leaving the District to designate the IRS withholding rate for their final check. This form is provided to administrators at the time they hold their retirement meeting with the CCASA staff or the form can be picked up in the Payroll Department.


RETIREMENT

Please be reminded that any administrator planning to retire on or before December 31, 2002, must schedule a meeting with the CCASA staff and complete the forms to participate in the retiree unused sick leave payout, retiree health insurance payout, and retiree life insurance / retiree long term care programs. THE FORM MUST BE COMPLETED AND FILED WITH THE CCASA OFFICE PRIOR TO NOVEMBER 1, 2002, IN ORDER TO PARTICIPATE IN THE JANUARY 2003 PAYOUT. CONGRATULATIONS TO RETIREES

Between January 1 and June 30, 2002, Barbara Rosenberg, Mary Scranton, Elsie Harris-Gibson, Jessie Moll, Floyd Fry, Mary Sue Gentry, Theresa Smith, Roland Fagan, Harry Hildebrand, Barbara Thornton, Becky Pintar, Gary Waters, Nancy Gasho, Horace Jackson, Frank Roqueni, and Shauna Zobel retired from the Clark County School District. CCASA appreciates the many years of service these individuals have given to the students of the District. Congratulations and best wishes are extended to these latest retirees. It has been a pleasure working with each of them.


UNUSED SICK LEAVE AND RETIREE HEALTH INSURANCE

Article 21-5 of the Negotiated Agreement between the Clark County Association of School Administrators and Professional-technical Employees and the Clark County School District provides that the District contribute $5.80 per administrator, per month, to the School Administrators’ Welfare Trust Fund for health insurance financial assistance for retired administrators. CCASA pays $450.00 annually to each eligible retired administrator in either June or January for the five (5) years following retirement. In June, CCASA distributed $36,900 to eligible retired administrators for retiree health insurance.

Article 21-8 of the Negotiated Agreement also provides that the District contribute $6.65 per administrator, per month, to the School Administrators’ Welfare Trust Fund for unused sick leave reimbursement. Eligible retired administrators receive $10.00 per day for up to 250 days of unused sick leave in either June or January following their retirement from the District. In June, CCASA distributed $31,520 to eligible retired administrators for unused sick leave.

With the June 2002 payouts, CCASA has paid out a cumulative amount of $479,250 for retired medical financial assistance and $679,805 for unused sick leave reimbursement for a combined total of $1,159,055 since these payouts were begun in 1987.


JUNE REPRESENTATIVE COUNCIL MEETING

On June 6, 2002, the CCASA Representative Council held its regular monthly meeting. The major items discussed and/or actions taken during the meeting included the following:

1. The revenue, expenditures, and balances within the CCASA Association and Trust Fund Accounts;
2. Old Business:

A. Negotiations – An overview of progress made during negotiations was provided. (A report of progress made thus far during negotiations is included as a center insert in this Unifier);

B. CCASA office technology upgrade and furniture purchases – A status report was provided;

C. Mr. Garcia, Dr. Rulffes, Dr. Rice, Dr. Orci and CCASA staff meetings – Agenda items for the various meetings were discussed;

D. CCASA Survey Update – It was determined that no additional summary would be developed of the 38 typed single spaced pages of written comments submitted with the survey. The written comments have been provided to the superintendent and to the deputy superintendents. The regional superintendents received the written comments for their respective regions. Administrators will be resurveyed in the fall of 2002 to determine whether improvement has occurred; and

E. Lawsuit – The status of a lawsuit filed against CCASA by a former member was reviewed;

3. New Business:

A. Unused Sick Leave / Retiree Medical Payouts – The revised June payouts for unused sick leave and retiree medical were approved;

B. 2002–2003 Budget – The previously approved 2002-2003 CCASA budget was approved; and

C. CCASA / CCSD Health Insurance Plan – The influence of medical malpractice, escalating pharmacy costs and increasing hospital costs on the health benefits plan was reviewed. Additionally, the status of contract negotiations with the various providers was outlined;

4. Committee Reports:

A. CCAESP – Kathy Kulas, President, reported that elections have been completed and that securing additional elementary assistant principals will be an important priority for CCAESP;

B. CCASSP – No report provided;

C. Legal Committee – No report provided; and

D. Reclassification Committee – David Harcourt outlined the work completed thus far by the Reclassification Committee; and

5. Executive Director’s Report – Allin provided a review of the accountant’s report, membership report and the various CCASA activities and the types of assistance provided to CCASA members.


ADDRESS CHANGES

As you know, the Clark County School District requires that all professional organizations communicate with their members through the U.S. Postal Service rather than the CCSD mail. In order for CCASA to ensure that you receive its communications, it is critical that we be notified when you have a change of address. If you have moved recently, please call Debbie or Sadie in the CCASA office (796-9602) and provide your new address. The District should also be notified since we purchase labels from the District for our large group mailings.


PERSONNEL FILES / DOCUMENT REMOVAL -- ARTICLE 9-4 THROUGH 9-6

Administrators are reminded that Article 9-4 through 9-6 of the Negotiated Agreement between the Clark County School District and the Clark County Association of School Administrators and Professional-technical Employees outlines the procedure for the removal of supervisory reports, comments, reprimands, admonitions, or other such documents from the personnel files of administrators. Administrators are asked to review this procedure and to call the CCASA office at 796-9602 for assistance with the removal of any applicable documents.


CCASA HEALTH BENEFITS PROGRAM

As reported in previous Unifiers, CCASA has reopened negotiations with the various providers for the CCASA health insurance and benefits program. The current medical plan with Sierra began in 1999 and, at that time, resulted in a significant decrease in out-of-pocket costs over the previous State of Nevada plan. Since the plan’s inception in 1999, no out-of-pocket costs have been passed on to active administrators. Premium increases have been covered by negotiated money, CCASA Welfare Trust subsidies, and a one-time allocation of state health insurance money.

Even though renewal rates for the medical benefits are skyrocketing due to increased hospital costs, medical malpractice insurance, and escalating pharmacy costs, CCASA will continue to negotiate with the various providers to get the best possible plan at the lowest possible cost. CCASA’s goal will be to always cover the cost of insurance for the employee. However, additional out-of-pocket expenses for family coverage are inevitable.

Current contracts will expire in January 2003, for dental, vision and long term disability benefits. The contract for the Cigna $50,000 life insurance policy expires in January 2004. One additional year remains on the three-year medical benefits contract with Sierra Health. The final year of the contract with Sierra begins January 2003 and stipulates a minimum 8% increase in the medical benefit and an increase in the pharmacy copays from the current $3, $6, and $8 to pharmacy copays of $5, $10, and $20. It is CCASA’s belief that premium increases to the medical plan which will occur in January 2003 will be covered by the one-time allocation of state health insurance money which was jointly requested by the District and by CCASA. As a result, no out-of-pocket expenses will be passed on to administrators when the premium increases go into effect in January 2003. However, additional money for health insurance benefits must be negotiated by July 2003 or there will be increased out-of-pocket expenses for all administrators.

CCASA staff will continue to work closely with the CCASA Health Insurance Committee and will keep members informed of progress made in negotiating new benefits contracts.
