HEALTH INSURANCE UPDATE

On April 18, 2002, the CCASA staff and CCASA broker, Tim DeRosa, met with representatives from Sierra Health to discuss renewal rates for the medical portion of the CCASA / CCSD Health Insurance Plan. As you know, Sierra Health has provided the medical portion of the CCASA / CCSD Health Insurance Plan since 1999. Since that time, benefit levels have remained unchanged and premium increases have been covered by applying the increased contribution rates provided in the 1999-2001 Negotiated Agreement and by applying a monthly subsidy from the CCASA Welfare Trust. There has been no increased out-of-pocket cost since the inception of the plan. The initial premiums actually represented a decrease from the premiums being charged by the State of Nevada.

Sierra Health will present its new proposals to CCASA on April 25. These proposals will be reviewed with the CCASA Health Insurance Advisory Committee on April 30, 2002. The Health Insurance Advisory Committee consists of Julee Henson, Craig Hill, Barbie Holmes, Roberta Holton, Bill Miller, Gary Namba, Candy Schneider, and Linda Uttaro. CCASA’s goal in the area of health benefits is to continue to provide the best possible plan for the lowest cost.

RETIREMENT

Please be reminded that any administrator planning to retire on or before June 30, 2002, (will not begin employment in the 2002-2003 school year), must contact the CCASA office and complete a form to participate in the unused sick leave, retiree health insurance, retiree life insurance, and retiree long term care programs. THIS FORM MUST BE COMPLETED AND FILED WITH THE CCASA OFFICE PRIOR TO MAY 1, 2002, IN ORDER TO PARTICIPATE IN THE JUNE 2002 PAYOUT. Please call the CCASA office at 796-9602 if you have any questions.

ANNOUNCING VACANT POSITIONS

CCASA previously reported in the Unifier that the District had agreed that all school-based administrative vacancies will be communicated via email to all administrators. Administrators will then have an opportunity to express their interest in being considered for the position. There is no requirement that the District interview interested candidates. However, despite verbal commitments from the District that this procedure will be followed, the District continues to fill administrative vacancies without first announcing the positions. CCASA has repeatedly brought this concern to the attention of Superintendent Garcia and Dr. Orci and will continue to do so until the agreed upon procedure is appropriately followed by the District.

ADMINISTRATORS’ LEADERSHIP NETWORK

The annual Administrators’ Leadership Network Conference was held at the Golden Nugget Hotel on March 25, 2002. While the March Unifier detailed the activity, because of printing deadlines, the tabulated results of the conference surveys were not included in the March Unifier.
The comments from the evaluations indicated strong support for the quality of information (74% excellent and 22% good) and that a good time was had by all. Concern has been expressed regarding the continuation of the conference given the overall cost of the activity and the limited number of administrators attending. As a result, Representative Council discussion has been held to not have the activity next year and that an assessment occur to determine the future of the ALN activity.
Thanks go out again to the members of the ALN Committee for their assistance with this year’s conference.

2002 ADMINISTRATORS’ SURVEY

A total of 304 CCASA members returned the 2002 Administrators Survey. The survey was designed to obtain constructive feedback from the membership and it is our belief that our goal has been achieved. Each CCASA member was mailed a copy of the survey with the tabulated results on Thursday, March 10, 2002. Administrators are encouraged to review the survey results carefully. We received not only the 304 surveys, but 38 single spaced typed pages of written comments also. Surveys were distributed to the superintendent, board members, and media representatives. An analysis of the survey comments will be included in an executive summary which will be shared with the membership upon completion.

SICK LEAVE POOL

The current Agreement between the Clark County School District and the Clark County Association of School Administrators and Professional-technical Employees establishes a pool of sick leave days available to administrators who have no other available lea The pool of days is created by administrators who voluntarily designate a half-day or a full day of vacation for which they would otherwise be compensated under Article 18-4.

It is our belief that this pool of days will grow each year until it contains a hundred or more days. A form letter will be provided in the May Unifier for your use if you would like to designate a half day or a full day to the sick leave pool. Administrators must have in excess of 85 vacation days on June 30 to be eligible to donate days to the sick leave pool. YOUR GENEROSITY TODAY WILL BE A CRITICAL PIECE IN THE WELFARE OF A CCASA MEMBER IN THE FUTURE.

GENERAL MEMBERSHIP MEETING

Please be reminded that the CCASA general membership meeting will be held on Tuesday, June 18, 2002, from 3:30 to 6:30 p.m. at the Palace Station. The business meeting will begin at approximately 4:15 p.m.

During the CCASA meeting members will:

1. Be provided a review of the highlights of 2001-2002;
2. Receive the proposed slate of candidates for the June election and be provided an opportunity to nominate additional candidates;
3. Receive a copy of the 2002-2003 budget;
4. Have the opportunity to socialize with their current colleagues, as well as, those who have retired.

The Clark County Association of Secondary School Principals and the Clark County Association of Elementary School Principals will hold end of the year business meetings at the same location beginning at approximately 4:00 p.m.

CCASA invites and encourages all active, associate, and affiliate members to attend this important meeting. Soft drinks, beer, wine, and appetizers will be served.


CCASA SCHOLARSHIP RECIPIENTS

Each year CCASA provides two (2) scholarships in the amount of $1,000.00 each. Each applicant must be a senior enrolled in the Clark County School District and a legal dependent of an active CCASA member.

Applications were received from six outstanding students. The decision was not easy and because the scores tabulated by the Scholarship Committee composed of Betty Sabo, Mark Coleman, and Bill Partier were so close, the Representative Council approved the awarding of four scholarships. The Scholarship Committee selected Kai Kadoich of Bonanza High School, Deanna Appuglise of Silverado High School, Lindsey Bean of Centennial High School, and Joe Kemp of Cimarron Memorial High School. The recipients were selected on the basis of their G.P.A.’s, test scores, recommendations, essays, and from their personal resumes. Kai is the son of CCASA member Jane Kadoich. Deanna is the daughter of CCASA members Bill and Marge Appuglise. Lindsey is the daughter of CCASA member Del Bean and Joe is the son of CCASA member Linda Kemp.

David Harcourt, CCASA President, will present the scholarship checks to the recipients at the May 9 meeting of the Board of School Trustees.

Congratulations are extended to all of the outstanding applicants, recipients, and their families.

APRIL REPRESENTATIVE COUNCIL MEETING

On April 4, 2002, the CCASA Representative Council held its regular monthly meeting. The major items discussed included the following:

1. The revenue, expenditures, and balances within the CCASA Association and Trust Fund Accounts;

2. A review of the status of:

A. Negotiations – No new sessions have been held. CCASA’s share of the new state insurance money is $159,741 for each year of the biennium. This money will be used to continue to provide the current health insurance subsidy through June 2003. The receipt of the state insurance money will likely enable the entire 2% salary increase approved by the state legislature and scheduled to begin in July 2002, to be placed on the salary schedule;

B. Administrators’ Advisory Council – The agenda items for the March 12, 2002, meeting were reviewed;

C. Lawsuits – A status report of the two lawsuits filed by former CCASA members was provided;

D. Dr. Orci / Dr. Rulffes / CCASA Staff Meeting – The agenda items for the March 18 and April 1 meetings with Dr. Orci and Dr. Rulffes were reviewed;

E. CCASA Survey – The Representative Council was notified that copies of the CCASA survey and the 38 pages of typed comments were provided to Superintendent Garcia, Dr. Orci, and Dr. Rulffes. Each of the region superintendents were also provided with a copy of the survey and the comments specific to their region. Copies of the survey will also be released to the Board and to the media. A CCASA committee was formed to complete a survey analysis and executive summary;

F. TOSA Positions – The District provided CCASA a listing of TOSA positions by name and funding source. The list was provided to the Representative Council and the members were asked to review it;

G. CCASA Office Furniture / Technology – The Representative Council approved the purchase of office furniture for the additional office space recently leased. Additionally, the cost of purchasing and installing a new office computer system, as well as, the creation of a CCASA web page will be determined and reported to the Representative Council at the May meeting;

H. ALN Report – The final report for the ALN activity was reviewed. Only 111 of 888 members attended (12.5%). Due to the cost of the activity and lack of member attendance it was suggested that the activity not be held next year;

I. Secretary’s Day – The Representative Council approved the purchase of gift certificates for Debbie Cavin and Sadie Tanaka;

3. New Business:
Administrators’ Advisory Council Meeting – The next meeting with Superintendent Garcia will be held on May 21, 2002. Agenda items will be determined at the May Representative Council meeting;

4. Committee Reports – Kathy Kulas, President of CCAESP, outlined CCAESP activities. Allin Chandler provided an update of the reclassification study. No report was provided by CCASSP or the CCASA Legal Committee;

5. Executive Director’s Report – Allin provided a review of the accountant report, membership report, and the various CCASA activities and the types of assistance provided to CCASA members.


CCASA NOMINATIONS AND ELECTIONS COMMITTEE

The CCASA Nominations and Elections Committee consisting of Carol Lark (Squires ES), Doug Gougar (Brown MS), and Mike Kinnaird (ATA) are seeking candidates to run for the CCASA Executive Board and the Representative Council. If you are interested in running for any of these offices, please contact a member of the Nominations and Elections Committee or the CCASA office at 796-9602.

Executive Board offices to be filled during the election include president-elect (must be an active CCASA member who is an elementary school administrator), secretary, and treasurer. The offices of secretary and treasurer are open to anyone who is an active CCASA member.

Four Representative Council positions are also elected each year. The four at-large positions are filled by the four candidates receiving the greatest number of votes. These positions are for two-year terms.

ADMINISTRATORS’ ADVISORY COUNCIL

The Administrators’ Advisory Council held its fourth meeting of the school year with Mr. Garcia on March 12, 2002. Agenda items for the meeting and a brief summary of the superintendent’s responses were as follows:

1. Facilities Reorganization – CCASA’s concern was that the District did not consult with CCASA prior to the reorganization and that the reorganization created new administrative positions prior to the completion of the reclassification study.
Mr. Garcia indicated that he did guarantee CCASA that there would be no further administrative reclassification until after the reclassification study was completed. Mr. Garcia will talk with Dr. Rulffes to determine which of the newly created administrative positions can be placed on hold until the reclassification process is operational.

2. Custodial Assignment Changes – CCASA expressed concern and surprise regarding the change in custodial assignments. Custodial issues had been on the Advisory Council agenda for November, January, February, and March and never once did the District indicate that the allocation formula was being changed.
Dr. Orci indicated that the region superintendents had selected principals to make recommendations for custodial services. Despite CCASA’s concern, no response was provided for why the existence of this committee was not communicated to the Administrators’ Advisory Council.

3. CCASA Survey – CCASA informed Superintendent Garcia that 304 surveys were received and tabulated. Fifteen additional surveys were received outside the stated timeline and were not included in the count.
Mr. Garcia is looking forward to reviewing the results of the 2002 CCASA membership survey.

4. Evaluation / Research / Design Status – CCASA asked Superintendent Garcia for a status report.
Mr. Garcia indicated that he had received a draft report from the consultants and that a copy will be provided to CCASA. Mr. Garcia also stated that the consultant will draft the job description for the new position.

5. Non-Essential Tasks – CCASA asked for a status report on the non-essential tasks which were previously provided to the superintendent.
The superintendent stated that the listing of non-essential tasks had been presented to cabinet and that he is awaiting feedback from the regions and other division heads. Mr. Garcia will establish a deadline for the return of this input.

6. Advisory Council Meeting Schedule – It was mutually agreed that the next meeting of the Administrators’ Advisory Council will be held on May 21, 2002.
