before June 30, 2002, (will not begin employment in the 2002-2003
school year), must contact the CCASA office and complete
a form to participate in the unused sick leave, retiree health insurance,
retiree life insurance, and retiree long term care programs. THIS
FORM MUST BE COMPLETED AND FILED WITH THE CCASA OFFICE PRIOR TO MAY
1, 2002, IN ORDER TO PARTICIPATE IN THE JUNE 2002 PAYOUT. Please call

ADMINISTRATORS’
LEADERSHIP NETWORK
On Monday, March 25, 2002, the seventh annual ALN Spring Conference
was held at the Golden Nugget. Current administrators, future administrators,
Board members, retirees, and CCASA staff members attended the conference.
Presentations were made by Dr. David Berliner (How American Business
Prevents Many Americans from Achieving the American Dream) and Harvey
Alston (Being the Best). The comments from the evaluations indicate
strong support for the quality of information and that a good time
was had by all.
A special thank you is extended to the members of the ALN Committee
composed of Jeanne Donadio, Ken Ligon, Danielle Miller, Kathleen Morse,
Jamey Murphy, Dawn Shupe, Fred Smith, Debbie Willis, Allin Chandler
and Stephen Augspurger. Additionally, on behalf of all participants,
a special thank you is extended to the Clark County Association of
Elementary School Principals, Clark County Association of Secondary
School Principals, and Debbie Cavin and Sadie Tanaka from the CCASA
office. |
CCASA
NOMINATIONS AND ELECTIONS COMMITTEE
Mike Kinnaird, Chairperson of the CCASA Nominations and Elections
Committee, along with committee members Carol Lark and Doug Gougar
are seeking candidates to run for the CCASA Executive Board and the
Representative Council.
Members interested in serving on the Executive Board and/or Representative
Council may contact one of the individuals on the Nominations and
Elections Committee or the CCASA office at 796-9602.
This committee will propose a slate of candidates for nomination at
the June 18, 2002, general membership meeting to be held at the Palace
Station Hotel. Whenever possible, there will be a minimum of two (2)
candidates for each office to be filled. Additional nominations, with
the consent of the person being nominated, may be made at the June
general membership meeting.
Executive Board offices to be filled during the election include President-Elect
(must be an active CCASA member who is an elementary school administrator),
secretary and treasurer. The offices of secretary and treasurer are
open to anyone who is an active CCASA member. Candidates receiving
a majority of votes cast by mail ballot shall be elected to the office.
Four (4) Representative Council positions are elected each year. The
four (4) at large positions are filled by the four (4) at large candidates
receiving the greatest number of votes. These positions are for a
two (2) year term.
CCASA encourages members to run for office. The Executive Board and
Representative Council are the decision making bodies of CCASA. |
ADMINISTRATORS’
ADVISORY COUNCIL
The Administrators’ Advisory Council held its third meeting
of the school year with Superintendent Garcia on Tuesday, February
19, 2002.
The Administrators’ Advisory Council consists of the CCASA Executive
Board (David Harcourt, Ron Montoya, Mark Coleman, Jerry Boles, and
Barry Gunderson), presidents of the CCAESP and CCASSP (Kathy Kulas
and John Barlow), the non-licensed representative on the Representative
Council (Fred Smith), and the CCASA staff (Allin and Stephen).
Agenda items for the February 19th meeting and a brief summary of
the superintendent’s responses were as follows:
1.
Promotion / Transfer / Vacancies – CCASA continues
to insist that all administrators be notified of administrative
vacancies. CCASA proposed that all school-based administrative
vacancies be announced via email immediately following the executive
cabinet meeting held Tuesday of each week. Interested administrators
will have until Friday of the week the vacancy is announced to
call the person indicated in the email to express his/her interest.
The District will not be required to interview all interested
candidates and may announce the individual selected as early as
the following Tuesday. CCASA also restated its concern that a
written region transfer agreement be developed.
Mr. Garcia stated he was in agreement with the CCASA proposal
and requested that the proposal be included in the Unifier. Additionally,
Mr. Garcia will request that Dr. Goldman and Dr. Rice work with
CCASA to develop a written region transfer agreement.
2. Custodial Issues – CCASA has discussed
this item with the superintendent in the two previous advisory
council meetings. The superintendent was asked to provide a status
report on the rewrite of the regulation regarding custodial supervision
and on the delivery of custodial services study being conducted
by Dr. Herron.
Mr. Garcia stated that he expected the revision of the regulation
to be completed by the end of February. He reiterated his intent
to provide full time custodial substitutes to assist schools with
vacancies and absenteeism. Additionally, Mr. Garcia stated that
Dr. Herron will complete the custodial services study by the end
of the school year.
3. Budget Cuts – CCASA indicated that administrators
were pleased to receive first hand information provided by the
superintendent during the District budget information meetings
at Cashman Field. CCASA asked for an update of the proposed budget
cuts, expressed concerns about the accuracy of the information
contained in the printed information provided at the budget meeting,
and again requested an accurate TOSA count.
Mr. Garcia reiterated his intent to provide critical information
to administrators as soon as possible and prior to release to
the media. He stated that the Board will vote on the budget at
the March 11, 2002, meeting. He is also requesting an additional
$1.8 million from the state. The TOSA count will be provided as
soon as that information is compiled.
4. CCASA Membership Survey – CCASA, prior
to distribution, provided a copy of the membership survey to Mr.
Garcia. CCASA will share the results of the survey with the CCASA
membership and with Superintendent Garcia.
Mr. Garcia indicated that he was looking forward to the results
of the survey.
5. Reclassification Study – CCASA outlined the
work completed thus far regarding the reclassification study and
asked the superintendent to provide an update on securing additional
funding for the study. Additionally, there was a discussion of
how the results of the reclassification study will be utilized
for future administrative positions.
Mr. Garcia indicated that additional funding is being provided
to support the reclassification study. Additionally, he stated
that he supports the study and that it will provide a needed starting
point in how to classify new positions.
6. District Revision of Policies and Regulations –
CCASA requested that the opinions of field administrators be sought
prior to changing District policies and regulations that impact
school administrators.
Mr. Garcia agreed that if a change in a policy or regulation will
affect schools, that prior communication must occur with the principals
who will be impacted.
7. Accountability Plan Implementation – CCASA previously
expressed its belief to the superintendent that the A+ in Action
Plan must be consistently implemented in all regions. While Mr.
Garcia previously agreed with CCASA’s position, nothing
observable has occurred to ensure consistent implementation of
the plan. Mr. Garcia was asked to provide an update.
Mr. Garcia reiterated his belief that the A+ in Action plan
must be consistently implemented in each of the regions. He added
that they were waiting for the plan to be finalized.
8. CCSD Delivery Model / Evaluation – Research – Design
– CCASA outlined its participation in the recent meeting
held with the consultants hired by the District to make recommendations
regarding the organization of the evaluation, research, and design
model. CCASA expressed support for the work of the consultants
and agreed that a new position may need to be at the region superintendent
salary range to be effective. CCASA asked the superintendent to
discuss his timeline for the completion of this study.
Mr. Garcia indicated that the consultant’s report will
be provided to him in a couple of weeks and when it is received
that it will be shared with everyone. Mr. Garcia stated there
is a real need to evaluate programs so to determine what works.
He added that this position will be critical to the success of
the District.
9. Executive Cabinet Minutes – CCASA expressed
a concern from administrators that they were no longer receiving
email copies of the minutes from executive cabinet meetings.
Mr. Garcia indicated that he will ensure that these
minutes are sent out after each executive cabinet meeting.

GENERAL
MEMBERSHIP MEETING
The CCASA general membership meeting will be held on Tuesday, June
18, 2002, from 3:30 to 6:30 p.m. at the Palace Station Hotel. The
business meeting will begin at approximately 4:30 p.m.
During the CCASA meeting, members will:
1.
Be provided a review of the highlights of 2001-2002;
2. Receive the proposed slate of candidates for the June election
and be provided an opportunity to nominate additional candidates:
3. Receive a copy of the 2002-2003 CCASA budget; and
4. Have the opportunity to socialize with their current colleagues,
as well as, those who have retired.
The
Clark County Association of Secondary School Principals and the
Clark County Association of Elementary School Principals will hold
end of the year business meetings at the same location beginning
at 4:00 p.m.
CCASA invites and encourages all active, associate and affiliate
members to attend this important meeting. Soft drinks, beer, wine,
and appetizers will be served. |
ADDRESS
CHANGES
As you know, the Clark County School District requires that all professional
organizations communicate with their members through the U.S. Postal
Service rather than the CCSD mail. In order for CCASA to ensure that
you receive its communications, it is critical that we be notified
when you have a change of address. If you have moved recently, please
call Debbie or Sadie in the CCASA office (796-9602) and provide your
new address. The District should also be notified since we purchase
labels from the District for our large group mailings. |
MARCH
REPRESENTATIVE COUNCIL MEETING
On March 7, 2002, the CCASA Representative Council held its regular
monthly meeting. The major items discussed included the following:
1.
The revenue, expenditures, and balances within the CCASA Association
and Trust Fund Accounts;
2. A review of the status of:
A.
Negotiations - The discussion from the February 27, 2002, negotiation
session was reviewed;
B. Administrators’ Advisory Council - The agenda items
from the February 19, 2002, meeting were reviewed;
C. CCASA / NASA Lobbying Efforts - The Representative Council
approved the expenditure of $7500 to compensate Frank Brusa
in preparation for and during the 72nd Nevada Legislative Session.
The joint lobbying effort by CCASA, NASA and the Washoe County
Administrators’ Association was outlined;
D. Lawsuits - Allin outlined the status of a lawsuit filed against
CCASA by a former administrator and the status of a lawsuit
filed by a former administrator against the District;
E. Dr. Orci / Dr. Rulffes / CCASA Meetings - Agenda items from
the February 11, 2002, and the March 4, 2002, meetings were
reviewed;
F. Superintendent / CCASA Staff Meeting - Agenda items from
the March 4, 2002, meeting were reviewed;
G. CCASA Survey - 304 surveys have been received as of March
7, 2002. Surveys are being tabulated and analyzed. The results
will be distributed to the membership in the April Unifier;
3. New Business:
A.
Administrators’ Advisory Council - Tentative agenda items
for the March 12, 2002, meeting were identified;
4. Committee Reports - Kathy Kulas, President of CCAESP, outlined
CCAESP activities. David Harcourt, CCASA President, provided an
update of the reclassification study. No report was provided by
CCASSP or the CCASA Legal Committee;
5. Executive Director’s Report - Allin provided a review
of the various CCASA activities and the types of assistance provided
to CCASA members.

UNITED
WAY OF SOUTHERN NEVADA
School administrators can make a difference by giving through United
Way. This year’s United Way campaign will kick off on April
18 and conclude on April 26, 2002. According to United Way, more than
99 cents of every dollar raised here—stays here. In addition
to United Way’s focus on providing basic needs for individuals
and families, United Way of Southern Nevada funds more than 150 local
health and human service programs including two Clark County School
District programs, Horizon’s Success By Six and Stay in School
mentoring program. United Way pledge forms and information brochures
will soon be distributed to all school employees. Your generous donation
will help United Way make a meaningful difference in the lives of
others in our community.
