ALN Committee members, Jeanne Donadio, Ken Ligon, Danielle Miller,
Kathleen Morse, Jamey Murphy, Dawn Shupe, Fred Smith, and Debbie
Willis, are pleased to announce that on Monday, March 25, 2002,
the annual ALN activity will be held at the Golden Nugget Hotel.
The selected date is the first day of spring break. Administrators
desiring to participate may do so by contacting their supervising
administrator to receive authorization to attend the ALN conference
as a school business activity. The supervising administrator will
advise the administrators of the procedure to be followed.
The theme for this year’s conference is “Achieving the
American Dream.” The keynote speaker is David Berliner, former
Dean of the College of Education at Arizona State University. Dr.
Berliner, working in a lecture/workshop format, will be discussing
how American business prevents too many citizens from achieving
the American dream. Mr. Harvey Alston, a nationally recognized motivational
speaker, will serve as the luncheon presenter.
If you plan to attend, please complete the enclosed registration
form and submit it to the CCASA office as soon as possible, but
not later than March 8, 2002. A registration fee of $25.00 is required.
Active, associate, and affiliate members attending the activity
will receive a $15.00 refund the day of the activity. Those who
register but are unable to attend must cancel their registration
by March 15, 2002, or the registration fee will be forfeited. Registration
will be limited to the first 200 eligible registrants. If vacancies
remain on March 8, 2002, future administrators who are currently
in the administrative selection pools will be invited to participate.
Future administrators who are currently participating in the leadership
program will also be extended an invitation. As you can see, this
year’s conference will be outstanding. You are encouraged
to get your registration form in as quickly as possible. |
NON-ESSENTIAL
SCHOOL TASK COMMITTEE
The first Non-essential School Task Committee meeting was held on
Wednesday, December 12, 2001, at the CCASA office. Ken Bedrosian,
principal at Cimarron-Memorial High School, is serving as the chairperson.
Committee members consist of elementary principals Cathy Conger, Anne
Grisham, Beverly Mathis, and Linda Kemp; middle school principals
Bart Mangino, Patti deClerq, Kristi Keller, Russ Ramirez, and Joe
Murphy; and high school principals Ken Bedrosian, Sue DeFrancesco,
Barry Gunderson, and Betty Sabo.
At the December meeting, the committee identified non-essential tasks
that schools are currently being required to complete. A non-essential
task is defined as a task which is unrelated to the goal of improving
student achievement. Individual committee members identified additional
non-essential tasks and were requested to submit their information
to Ken Bedrosian at Cimarron-Memorial High School prior to Monday,
January 14, 2002. Mr. Bedrosian is currently in the process of reviewing
and summarizing this information for distribution to committee members
prior to the next meeting. CCASA members are encouraged to contact
one of the committee members with suggestions and/or examples of non-essential
tasks. Once the committee completes its work, Ken, Allin and Stephen
will present the recommendations to Superintendent Garcia. |
CCASA
REPRESENTATIVE COUNCIL MEETING
The CCASA Representative Council met on Thursday, January 10, 2002.
The major items discussed and/or actions taken during the meeting
included the following:
1.
The revenue, expenditures, and balances of the various accounts
within the CCASA General Fund and Trust Fund Accounts;
2. A review of the status of:
A.
Negotiations – At the December Representative Council
meeting, it was reported that the District had agreed to provide
a $1500 stipend in June to administrators who, at the time of
their appointment, drive fifty miles or further one way to work.
We are happy to report that the distance necessary to receive
this stipend HAS BEEN REDUCED to forty miles.
Negotiations continue to remain at a standstill until money
issues are resolved;
B. CCASA / Superintendent Meeting – The January 8, 2002,
meeting between Allin, Stephen and Superintendent Garcia was
reviewed. Agenda items for this meeting included the Executive
Director position of Research, Development, Innovations and
Special Projects, inconsistent flying of vacant positions, consistent
implementation of the A+ in Action Plan, personnel issues, custodial
supervision, and the January 22, 2002, Administrators’
Advisory Council meeting agenda; and
C. 2002-2003 CCASA Staff Contracts – Employment contracts
for Stephen and Allin were approved for the 2002-2003 school
year. Three percent salary increases were approved for Debbie
Cavin, Office Manager, and Sadie Tanaka, Special Projects Coordinator;
3. New Business:
A. Sick Leave Pool Criteria – The Representative Council
approved the criteria for the use of sick leave pool days (copy
included in this Unifier);
B. Sick Leave Pool Request – The Representative Council
approved an administrator’s written request for fifteen
days from the sick leave pool; and
C. Administrators’ Advisory Council meeting – Agenda
items for the January 22, 2002, meeting were identified;
4.
Committee Reports:
Presidents of the Clark County Association of Elementary School
Principals (Kathy Kulas) and the Clark County Association of Secondary
School Principals (John Barlow) provided an update of the activities
related to their respective organizations. The CCASA Legal Committee
had no new information to report. David Harcourt reported on the
progress of the Reclassification Committee and Ken Bedrosian outlined
the activities of the Non-essential School Task Committee; and
5. Allin Chandler, CCASA Executive Director, provided an overview
of the accountant’s report, the membership report and a
review of the various CCASA activities and the types of assistance
provided to CCASA members.

CCASA
SCHOLARSHIP APPLICATIONS
Each year CCASA provides two (2) scholarships in the amount of $1000.00
each. Each applicant must be a senior enrolled in the Clark County
School District and a legal dependent of an active CCASA member.
The counselor assigned to scholarship information in each of the high
schools will receive scholarship information during the month of February.
The deadline for submission of applications is March 29, 2002. The
Scholarship Committee will select recipients in early April.
Betty Sabo, principal of Green Valley High School, serves as the chairperson
for the Scholarship Committee. Also serving on the committee are CCASA
members Mark Coleman and Bill Partier. |
ATTENTION
RETIREES
The initial 1099R that was mailed to retirees participating in the
unused sick leave and retiree health insurance assistance programs
was not completed correctly by the accountant. Shortly after the mailing
of these documents, corrected 1099Rs were completed and mailed to
retirees by the accountant. Please discard the initial 1099R and use
the 1099R stamped “corrected copy.” We regret any inconvenience
this may have caused for our retirees. |
POLICY
FOR SICK LEAVE POOL REQUESTS
On Thursday, January 10, 2002, the CCASA Representative
Council approved a new policy specifying how sick leave pool days
(Article13-8) are requested by administrators and approved by the
Representative Council.
This new policy will be included in future printings of the CCASA
Constitution and Policies. Administrators are encouraged to include
a copy of this new policy in their CCASA Constitution and Policies
booklet.
POLICY 9 – SICK LEAVE POOL REQUESTS
Beginning with the contract negotiated between the Clark County
School District and the Clark County Association of School Administrators and Professional-technical Employees
for the 1997-1999 school years, CCASA will establish a pool of days
available to administrators who have no other available days. This
pool of days shall be established by administrators who voluntarily
designate a half-day or a full-day of vacation for which they would
otherwise be compensated under Article 18-4.
An administrator may request days from the pool when the administrator
has no other available leave days. A written request shall be made
to the CCASA Representative Council. The Representative Council
shall have the exclusive authority to grant or deny requests made
by eligible administrators.
•
The lifetime maximum number of sick leave pool days available
to an individual for whom a substitute is provided shall be 60.
• The lifetime maximum number of sick leave pool days available
to an individual for whom a substitute is not provided shall be
120.
• An administrator shall be eligible to apply for no more
than five (5) sick leave pool days for each year of employment
in the Clark County School District.
• The Representative Council may not grant sick leave pool
days that exceed the number of days available in the pool of days
established in Article 13 of the Negotiated Agreement between
the District and CCASA.

ADMINISTRATORS’ADVISORY
COUNCIL
The Administrators’ Advisory Council held its second meeting
of the school year with Superintendent Garcia on Tuesday, January
22, 2002, at the CCASA office. Agenda items for this meeting included
administrative promotion, transfer and the filling of vacancies, custodial
supervision, SASI, budget cuts, school staffing priorities, consistent
implementation of the A+ in Action Plan in the regions, facility concerns,
school postage, printing and custodial supplies expenses, class size
increases and TOSA positions.
The Administrators’ Advisory Council consists of the CCASA Executive
Board (David Harcourt, Ron Montoya, Mark Coleman, Jerry Boles, and
Barry Gunderson), presidents of the CCAESP and CCASSP (Kathy Kulas
and John Barlow), the non-licensed representative on the Representative
Council (Fred Smith), and the CCASA staff (Allin and Stephen).
Future Administrators’ Advisory Council meeting dates with Superintendent
Garcia include February 19, March 12, April 23, May 21, and June 25.

GOOD
NEWS FOR CCASA MEMBERS It
was previously reported in the Unifier that Stephen Augspurger has
been selected to become the CCASA Executive Director effective July
1, 2002. It was also previously reported in the Unifier that Allin
Chandler, CCASA’s Executive Director for the past twelve years,
will be retiring from CCASA on June 30, 2002. The good news for
CCASA members is that Allin will continue to work for CCASA on a
part-time basis beginning in early August, 2002. By this summer,
membership in CCASA will likely exceed 900 administrators. Additionally,
with health provider contracts expiring in January 2003, the 72nd
Session of the Nevada Legislature opening in February of 2003, and
the continued growth of employment related issues, the additional
assistance provided by Allin will be a valuable asset to CCASA.

RETIREMENT
Please be reminded that any administrator planning to retire
on or before June 30, 2002, (will not begin employment in the 2002-2003
school year), must contact the CCASA office and complete a form to
participate in the unused sick leave, retiree health insurance, retiree
life insurance, and retiree long term care programs. THIS FORM MUST
BE COMPLETED AND FILED WITH THE CCASA OFFICE PRIOR TO MAY 1, 2002,
IN ORDER TO PARTICIPATE IN THE JUNE 2002 PAYOUT. Please call the CCASA
